Human Resources Analyst

East Providence Municipal Government and East Providence School Department

The City of East Providence is seeking qualified candidates for a Human Resources Analyst. Under the direction of the Human Resources Director, the position assists with the planning, coordination, management and administration of all programs, functions, and activities of the consolidated Human Resources Department of the City municipal government and School Department.

PRINCIPAL EMPHASIS:

Under the direction of the Human Resources Director, employees in this job classification assist with the planning, coordination, management and administration of all programs, functions and activities of the consolidated municipal and school human resources functions. Performs a variety of administrative/professional human resources functions including but not limited to staffing, training, employee and labor relations, workers’ compensation, leave administration, classification, compensation, benefits collective bargaining support, civil service, EEO/Affirmative Action and Rhode Island Department of Education compliance.

DESIRABLE KNOWLEDGES, SKILLS AND ABILITIES:

Knowledge of local, state and federal employment laws and regulations.
Ability to use judgment in interpreting and applying procedures and precedents to specific cases.
Ability to gather, organize, and analyze narrative and statistical data.
Ability to write clear and accurate reports.
Ability to communicate effectively, both orally and in writing.
Ability to effectively prepare and present information in a group setting.
Strong computer skills - Excel, Word and PowerPoint knowledge of HRIS applications
Ability to manage sensitive issues in a confidential manner
Ability to maintain accurate records.
Ability to deal courteously with the public.

EDUCATION AND EXPERIENCE:

Any combination of training and experience that would provide the required knowledge, skills and abilities is qualifying. A typical way to obtain the required qualifications would be:

An Associate’s Degree with course work in human resources, public administration, business administration finance, or a related field ; or possession of a current nationally recognized HR certification; plus two years of human resources experience.
Preferred qualifications include Bachelor’s Degree in Human Resource Management, Public Administration, Business Administration, or related field; and four years of human resources experience in a similar size/complexity organization, in particular a municipal/governmental and/or large school community.

The Human Resource Analyst class is the first level of a four level series. Employees in this class work under training and orientation conditions in completing tasks necessary to fulfill human resource needs. Incumbents learn City practices and to apply professional knowledge and operating procedures learning the full scope of assigned duties and responsibilities.

Under the general supervision of the Canvassing Administrator, performs responsible and varied clerical work. The work requires the exercise of good judgment in the application of prescribed procedures and methods to routine office matters. Depending on the nature of the assignment, the work may be done under close or general supervision and may be checked by a supervisor. Performs related work as required.

DESIRABLE ABILITIES, KNOWLEDGES AND SKILLS:

Good knowledge of state and local election laws and regulations preferred. Knowledge of office technology, procedures, equipment, and modern record keeping. A high level of accuracy, attention to detail, and flexibility to work long hours during election time. Professional, confidential and pleasant interaction with the general public a must. Ability to work with other staff. Ability to handle office operations even in the absence of the administrator or supervisor.

MINIMUM QUALIFICATIONS:

High school diploma, one-year responsible clerical experience, typing and computer skills required; post high school education and progressively more responsible clerical experience highly desirable.
