Housing Rehabilitation Specialist
The Community Development Division of the Planning Department is seeking a qualified person to assist with running the Home Improvement Program (HIP) as their Housing Rehabilitation Specialist. The qualified candidate will at a minimum be a High School graduate, be well versed in all aspect and phases of minor to substantial residential renovation, and maintain a current valid R.I. Construction Supervisors License. The candidate should have a competent working knowledge of the state Building, Health, Safety, and Lead Hazard codes and laws and the Federal Lead Hazards laws and the Federal Department of Housing and Urban Development (HUD) Block Grant Program authorized under Title 1 of the Housing and Community Development Act of 1974, Public Law 93-383, as amended; 42 U.S.C.-530.1 et seq. and its Statutory and Regulatory compliance as they relate to housing renovation activities of the HIP.
Candidates in particular should be familiar with the regulations found under Title 24, PART 570.1 – 570.913, including affirmatively furthering fair housing; and Executive Order 11063; Section 109 of the Act; Labor standards; Environmental standards; National Flood Insurance Program; Temporary Relocation; Employment and contracting opportunities; Lead-based paint regulations; Use of debarred, suspended, or ineligible contractors or sub-recipients; Uniform administrative requirements and cost principles; Conflict of interest; and Executive Order 12372.
Some analysis skills along with articulate communication and writing abilities are required. Areas of research will include housing as it relates to neighborhood revitalization strategies. A working knowledge of Microsoft Office Word and Excel is required.
The majority of work will be done within an office setting with attendance at home inspections and some meetings during regular hours of 8:00 a.m. to 4:00 p.m. during the week. Compensation is up to $25 per hour for a maximum of 19 hours per week. There are no benefits provided with this position.
This position would report directly to the Community Development Coordinator.
